This from David Bostock of First Offshore Management, who’s a great bloke and highly capable, and just happens to share the same birth date as me (we were surprised to learn that we were born within 30 miles of each other … on the same day!):
Setting Up Offshore In Dubai

The offshore industry in Dubai dates back over 20 years. Dubai is not a ‘tax haven’ as such, as it is a country with no taxes. It does not need taxes, since oil revenues cover the public sector requirements, and there are no taxes on either offshore or onshore operations.

The term “offshore” in Dubai really refers to the structure of the corporate entity rather than its tax status. This makes for a very relaxed business style in Dubai; the government takes no interest in the legitimate pursuit of commerce. Indeed at this time, when Dubai is encouraging economic growth and diversity, the offshore industry is seen as key in the government’s development programme for Dubai and it has support at the very highest levels.

The main purpose of creating offshore jurisdiction was to foster inward investment by multinationals and to permit international investors to take advantage of Dubai’s zero tax environment and Double Tax Treaty network which numbers some 35 countries. These include France, Germany, India, Pakistan, Poland and Romania. In addition, the UAE is currently in advanced negotiations with a further 10 countries, including the UK and Russia.

Dubai Offshore Companies are ‘tax resident’ under these treaties and therefore eligible for reduced rates of taxation in recipient countries.

Tax havens, of course, generally do not have Double Taxation Treaties and this reinforces the point that Dubai is not a tax haven but a country with no taxes whatsoever. We at First Offshore refer to Dubai as “the offshore jurisdiction for the 21st Century”.

Reasons To Choose Dubai:
Dubai has been a trading port for hundreds of years. It has Blue Chips flooding in daily; IBM, Cisco, Mercedes, Microsoft, Cluttons, Oracle, Reuters, Nokia, Seimens, British Telecom, Proctor and Gamble, Ericcson, Price Waterhouse to name but a few
It does not distinguish between offshore and onshore.
Dubai has a stable business environment where large multi-nationals choose to be.
The financial services industry in the Emirate is expanding: in the period between 1990 and 2000 it grew at an annual compound rate of over 12%.
It has been earmarked by the Government as a key growth sector.
The United Arab Emirates currently has more banks than any other GCC member state, with 20 national and 28 locally incorporated international banks.
A Dubai company requires an annual audit, but no accounts need be filed with any government body.
The structure was modeled on the ‘Anglo-Saxon’ system, but benefits in terms of zero taxation and access to double Taxation Treaties and the highest level of offshore confidentiality available anywhere!
