eBay traders in taxman's sights.
HM Revenue and Customs (HMRC) is planning to crack down
on people who make a living through selling goods online
but fail to pay tax on their earnings, experts warn
HMRC will target traders on websites such as eBay with large
amounts of 'feedback', or customer reviews given at the conclusion
of a sale, according to Andrew Watt, director of tax investigations
at tax specialists Chiltern plc.
Large amounts of feedback connote a high activity of trading
that often represents the seller's primary source of income,
he said.
"Once these and other traders have been identified
by HMRC there is likely to be a sudden surge of investigations," said
Watt.
Reports of the tax body's campaign follow a drive last week
by eBay to encourage potential traders to make advance purchases
of hotly tipped Christmas toys for sale in December when
store stocks run low.
eBay recommended sellers purchase Xbox 360 consoles, the
Star Wars Electronic Lightsaber, The Da Vinci Code board
game or the Tamagotchi Connexion, among others that it predicts
will be atop most children's Christmas wishlists.
In August 2004, it said, Playstation 2 consoles sold for
approximately £99 in online auctions, but come December,
when stores ran low on supply and demand was high, eBay traders
were selling the gaming systems for up to £250.
"Sellers on eBay are being encouraged to stock up on
top-selling items, such as the latest computerised gadget
from Japan, BowLingual, the dog translator, Playstations
and iPods, with the suggestion that they can make a substantial
profit over the Christmas selling period," said Watt.
"eBay traders who are unregistered with the UK tax
authorities, and who have not declared their eBay income,
or are in any doubt about whether they should have paid tax
in the past should take professional advice immediately,
particularly as voluntary disclosure will help to reduce
penalties that HMRC are likely to levy."

The rising popularity of online auction sites is beginning
to have a positive impact on the UK economy and boosted consumer
confidence, according to new research.
The report from Centre for Economic and Business Research
(CEBR) found that the rising use of sites such as eBay has
increased the value of the average household's assets by
more than £3,000.
The report said that there are now some 50,000 users buying
and selling items online in the UK.
CEBR contends that auction sites have increased the value
of second hand goods by providing a way to advertise them
and maximising their sale price, which has subsequently improved
the value of items people had sitting around their homes.
An estimated £4bn worth of goods and services will
be traded this year on eBay alone, according to the report.
This equates to 1.3% of total UK retail sales.
Laura Phaff, CEBR economist and one of the report's authors,
said: "If people realise that they have sellable goods
sitting in their cupboards, it ought to increase consumers'
confidence just like any other unexpected boost to wealth
- such as a building society demutualisation windfall."
West Bank Settlers seek to cash in on eBay
A Jewish settler couple in the West Bank enclave of Sanur,
which is to be evacuated, are selling advertising
space on the side of a former British fortress in an offer
posted on the internet.
For an asking price of $US40,000 ($A53,037), the couple
promise the lucky bidder a prime spot on the side of the
fortress which they say is guaranteed to receive international
media coverage throughout the duration of the evacuation
operation, which is expected to take some three or four
days.
“We are about to be evicted from our houses soon. We,
among hundreds of others, will entrench ourselves to the
old English police fortress that is in the middle of the
settlement and fight hard as we can against the soldiers,” reads
the advertisement on eBay.
“You are bidding on an advertising spot on the fortress.
We will hang a big flag with your company name on it!!” it
says, guaranteeing the spot will be filmed by international
media outlets and “will reach the whole wide world”.
Schofield soldier guilty of selling armor on eBay
A Schofield Barracks soldier has been convicted of illegally
selling five body-armor vests on eBay, an Internet auction
site, and one protective body-armor insert via e-mail.
Staff Sgt. Saint Clarence D. Avery, who is assigned to
the 25th Infantry Division’s 2nd Brigade, was charged in
federal district court in Philadelphia for selling body armor
between December 2003 and January 2004 for nearly $2,800.
At the time, Avery was a supply sergeant assigned to Charlie
Company 2nd Battalion, 504th Parachute Regiment — a
unit of the 82nd Infantry Division — at Fort Bragg,
N.C.
On eBay, Avery said he was in Philadelphia, although he lived
in North Carolina, according to the federal indictment.
The Philadelphia Daily News reported yesterday that U.S.
District Judge John Padova spared Avery on Thursday from
having to go to prison, which would have meant immediate
dismissal from the Army. Instead, Avery was placed on probation.
He has two more years left on his enlistment.
There was no immediate word from Schofield Barracks, where
Avery is stationed, about whether he faces any additional
punishments.
Padova’s sentence apparently was based on letters from
Avery’s past and current commanders who praised his
service record.
His current commander, Lt. Col. Robert Mundell, who heads
the 1st Battalion, 14th Infantry, 25th Infantry Division
Light, said, “His service is best characterized as
exceptional.”
Padova fined Avery $2,000 and said he will be on probation
for five years, the newspaper said.
Avery, the father of five, sold the body-armor vests and
protective inserts to make extra money at Christmas in
2003 before he deployed to Iraq, the newspaper reported.
Police alert over internet scams
UK - Police chiefs have warned internet users to be on their
guard after a host of Derbyshire web-users were targeted
with a lottery scam.
Derbyshire police have received a flood of complaints from
residents who have been contacted – either by email
or post – in a con-trick telling them they have won
a windfall.
But the second part of the message sees the ‘lucky
winner’ asked to send cash to release their money.
Det Con Kev Harper said: “Over the past few months
we have become aware of an increase in the number of scams
members of the public are receiving.
‘’Our advice is that anyone who receives correspondence
like this should not respond.
“There are many different formats and all of them
appear to be designed to steal your money and your identity.
People should remember the old adage that if a deal looks
too good to be true then it probably is.”
Most of the incidents have involved official-looking headed
emails – often carrying a testimony from doctors or
charity workers.
People who respond are often contacted again some time later
by the same offenders using a different and more believable
scam as they have the respondents’ personal details
to give them credibility.
Det Con Harper added: “Another common scam is to send
emails which appear with the company logo from a person’s
bank or companies such as eBay stating there is a problem
with their account and requiring them to click on their links
on the email to update personal information.
“If they respond their identity and bank details can
be cloned. The only safe way to contact your bank is through
the official website and not by the links provided on the
email.”
