Pension pot in the sun
THE grey world of pensions is about to get more colourful
when the Government introduces a property-based pension
that - for the first time - allows savers to invest in
property tax-free to provide for their retirement.
Rather than buy stocks and shares with their pension cash,
investors will be allowed to buy residential properties instead.
And as with traditional pensions, the Government will both
contribute to your fund (and give you 22p for every 78p you
invest, more if you are in the 40% income tax bracket) plus
offer tax relief on any profits (capital or rental income)
that your fund makes from a property.
Any house you buy in the UK can be purchased using your
pension, but adding a more exotic place in the sun to your
investment fund is problematic.
According to accountants PriceWaterhouseCooper, the number
of countries that allow British investors to buy a property
through a Self Invested Personal Pension (SIPP) are limited
to three: Cyprus, Malta and Mauritius. That's because only
these islands, which used to be British colonies and have
legal systems similar to ours, allow properties to be owned
indirectly as investments or 'unit trusts'.
Few people realise the difference this could make. When
property-based SIPPs are introduced in April next year, it
is said they will pull in billions of pounds into the property
markets of these islands.
'Existing SIPPs are worth around 20bn, but we expect this
to increase substantially to 80bn when property-based funds
are introduced next April - and a substantial portion of
this will be invested in foreign properties,' says Lyn Webster
of investment specialist O'Garra.
Of the three countries, the most likely to benefit from
this possible investment bonanza will be Cyprus, which is
one of the most popular places to buy a home in the sun after
Spain and the US, and the most tax-friendly destination to
buy a property through a self-invested pension. That's because
any rental income you earn from your property investment
is not taxed at source.
Cyprus is already booming, so this extra cash pouring in
is likely to make it the new Majorca and transform it from
the relatively affordable middle-market holiday home destination
it is today into a property hotspot.
Prices are already rising by more than 15% a year in areas
such as Paphos and Limassol.
And this is what you do
SO HOW do you finance a SIPP property on one of these islands?
For example, take this 150,000 newbuild three-bedroom villa
for sale in Paphos, Cyprus.
To buy it through a SIPP pension requires the buyer to put
down a deposit of 60,000 (to which the Government then adds
40,000 as tax relief). Other expenses (such as solicitor's
fees) would add up to about 5,850. Include the tax-free
cost of a mortgage over 25 years (60,000) to pay the balance
and the 150,000 villa will really cost 125,850.
Over the 25 years this villa should appreciate in value
substantially and can also be rented out to holidaymakers
- so the equity (when you sell it) and the rental income
all goes back into your pension tax-free.
Like any investment, there are risks involved. The villa
may prove difficult to rent out, will require repair work
over the years and will also take up time and effort to manage
(or you may have to pay an agent to look after it).
Also, the property market in Cyprus could crash and you'll
end up with a house worth only marginally more than you paid
for it. But assuming you are going to own it for 25 years
or more, this is a low risk.

1 billion auction of Westinghouse
Cerberus Capital Management has burst into the 1 billion
auction of Westinghouse, the nuclear power-station company
owned by the British government, by mounting a joint bid
with General Electric.
More than a dozen international energy companies and private-equity
firms have submitted offers. Sources close to the auction
say the strong field could drive the price well north of
the estimated 1 billion price tag.
NI_MPU(fmiddlef);Companies understood to have submitted offers
include Mitsubishi Heavy Industries, Toshiba, Doosan Heavy
Industry from Korea, GE-Cerberus and Fluor, a US project-management
group.
British construction and services group Amec, which had been
tipped as a bidder, has not joined the race. Areva, the French
nuclear-power group which had been regarded as a leading
contender, has also dropped out.
Industry sources say the deal could spark a clash between
Whitehall and Washington.
Although BNFL is owned by the British government, the sources
said the sale of Westinghouse was likely to be closely scrutinised
by the American authorities, and might have to be formally
approved by the Committee on Foreign Investments.
The committee looks at deals that could involve the transfer
of sensitive technology, such as military hardware. But recently
it has taken an interest in other sectors, and played a role
in the recent abortive Chinese bid to buy American oil company
Unocal.
Some industry sources say there could be considerable pressure
on the British government to push Westinghouse towards an
American bidder, rather than see sensitive nuclear technology
go to the Far East.
Westinghouse was bought by BNFL five years ago from CBS,
the entertainment group. BNFL paid $200m (113m), but once
debt and other liabilities were taken into account the deal
was worth $1.1 billion. Under BNFL, turnover has gone from
800m a year to 1.2 billion, and profits from 20m to 40m.

A Safer Investment Than Spain, France Or Italy - Estonia
I have just returned from my second trip to Estonia in three
weeks, where I was meeting several contacts and finalizing
an excellent deal. If you have never thought of investing
in the Baltic Nations before, now is the time to reconsider
and take advantage of the huge potential they offer. They
satisfy all my criteria when looking for great deals for
investors. They provide great value for money, low-cost borrowing,
established yields, sound economic reasons for future growth,
and a clear exit strategy.
These may seem pretty straightforward points, but investors
often overlook the notion of established yields when they
are looking at newer, less well-known markets. Cash-flow
is very important to me | so I am looking for rental yields
that will at minimum cover the cost of borrowing and owning
the property, so there is no pressure to sell. You can simply
sit back and enjoy the healthy capital growth on your investment.
Estonia
The World Bank and International Finance Corporation co-sponsor
the eDoing Business Reportf, which puts together an annual
league table ranking 155 nations on key business regulations
and reforms for eThe ease of doing Businessf. The report
is based on the efforts of more than 3,500 local experts
| business consultants, lawyers, accountants, government
officials and leading academics around the world. It looks
at 10 key measurements which are: Protecting Investors, Paying
Taxes, Trading Across Borders, Enforcing Contracts, Closing
a Business, Starting a Business, Dealing with Licenses, Hiring
and Firing, Registering Property, Getting Credit. Estonia
came in at an incredible 16th out of 155 countries. This
was the summary given in the report:
gNew Zealand has the most business-friendly regulations
in the world, as measured by the Doing Business indicators.
Singapore is the runner-up. The United States is third. Five
other East Asian countries - Hong Kong (China), Japan, Thailand,
Malaysia and Korea - are among the top 30. So are the Baltic
countries - Lithuania, Estonia and Latvia. Their ranking
is a remarkable achievement, as only a decade has passed
since they first implemented reforms.h
Just to give an idea of where some established countries
finished | Spain came 30th, France 44th, and Italy 70th!
Estonia and her Nordic Neighbours
Estonia sits to the West of Russia on the Baltic coast just
above Latvia and Lithuania. To the North lies Finland, separated
only by the Gulf of Finland, and it is this close proximity
that is proving crucial to Estoniafs growth and development.
Estonia in many ways identifies itself more with its Nordic
EU neighbours across the sea than with the two other Baltic
countries. Finland along with the other Nordic countries,
have moved to Estonia to cut costs and become more competitive
at home and around the world. In fact, 74% of the total FDI
in Estonia is from the Nordic countries. This is more likely
to bring Estonia in line with these countries in terms of
wages and GDP.
Other reasons to invest in Estonia
A high quality legal framework with minimal government interference.
A strong Scandinavian summer tourist market means the country
is attractive for foreign property investors.
Opportunity to borrow at interest rates of around 3-4% with
very straightforward mortgage applications. This makes for
very favourable lending conditions for overseas investors.
Estonian banks are also prepared to lend Estonian nationals
up to 95 percent of the value of the property, provided the
monthly payments are no more than 40 percent of their take-home
pay which shows that property is affordable for the local
population | again an excellent sign for investors as it
ensures a strong local market.
Clear land ownership. Local authority and government databases
have all Estonian land registered so there is no way an individual
can claim what you have rightfully bought.
GDP Growth rate 6%, Inflation 3.7%
Huge increases in tourism, with more yet to come. Foreign
accommodated tourism in Estonia increased by 30 percent in
2004 compared to 2003 from 1.05 to 1.36 million tourists
making it Europefs fastest growing tourist destination. Already,
there is a massive shortage of hotel accommodation during
the peak summer periods, to such an extent itfs impossible
to find a hotel room at the last minute. For the small property
investor, this means therefs a great opportunity for holiday
apartment rentals.
Prices are cheap: A beer is 50p, a three-course-meal is
from 10 and taxis are around 2 | We ate in an excellent
Italian restaurant for 15 for two in Parnu.
Property prices will rise in line with wages, which are
increasing 10 percent a year. At the moment Estonian wages
are just 20 percent of the EU average.
By 2008 Estonia plans to become completely wireless - thatfs
the entire country connected via wi-fi. They will be the
first ever country to achieve this.
The budget airline factor - Easyjet are now flying to Tallinn
from just ?3.99 one-way. In addition, Estonian Airlines have
reduced airfares by approx. 40%.
Parnu | the Estonian Riviera
Tallinn has some excellent opportunities for investors |
as have some of the secondary towns. I spent three days in
Parnu, the summer capital city of Estonia before meeting
contacts in Tallinn. Parnu has an excellent beach | along
with an exciting cultural life, and stunning architecture.
But donft just take my word for it - Janet Street-Porter
recently reviewed Estonia in the Independent, where she said:
gThe real attraction in Parnu is the wide, sandy beach.
It lies at the end of a beautiful park, reached by a series
of wide, leafy avenues of lime trees bordered by swanky villas,
mostly built in the Twenties and Thirties for rich Germans,
Swedes and Russians who would come here to play. Parnu hosts
a series of musical, film and cultural events in the summer,
from concerts to ballets and plays. The town feels like a
sleepy Baltic version of Santa Barbara - a place where the
wealthy came to gamble, take the spa waters, indulge in mud
baths, drink and dance. Tallinn is a wonderful city but to
really discover Estonia you need to rent a car and visit
the islands before indulging in a sumptuous weekend in Parnu.

I am back in Estonia again this week, as I have just secured

a great atmosphere. Eating out in Borovets is great value
and gives you a chance to sample some fantastic Bulgarian
wines.
Borovets has a reputation for being one of the 'hotspots'
for nightlife on the European ski circuit. The fun is fuelled
by long happy hours and generally cheap and sometimes even
free drinks. All the bars, clubs and discos serve the well-known
international brands, as well as local beers like Astika,
Zagorka and Kamenitza. Beware the national drink, Rakia:
it is rather strong! Recommended party venues are Club Slide

Off the ski slopes Borovets has all the usual amenities
of a winter resort, and many hotels offering indoor swimming
pools, saunas and gyms. Visitors can also take excursions
to nearby resorts or places of interest, like the Rila Monastery.
Ice-skating and skidoos are also an option for chilly fun
in the sun.
